Digital Forensic Lab Expansion in Kerala: Cyber Capability Drives Record Trap-Case Convictions
In a major boost to scientific anti-corruption investigations, the Kerala Vigilance and Anti-Corruption Bureau (VACB) has operationalised a modern Cyber Forensic Laboratory at its headquarters, integrating real-time digital evidence analysis into trap cases. This development coincides with the bureau reporting its highest-ever performance in corruption detection and conviction output.
Record Anti-Corruption Performance
According to the latest official update, the VACB registered 818 corruption cases in the last five years, including 232 trap cases, the highest in its history. A total of 227 convictions were secured through vigilance courts, demonstrating a strong prosecution success rate.

Scientific Strengthening of Trap Cases
Trap operations depend heavily on digital documentation of demand and acceptance of bribes. The in-house cyber forensic ecosystem has enabled:
- Faster verification of electronic evidence
- Enhanced admissibility in court
- Scientific corroboration of prosecution claims
- Accelerated charge-sheet filing
Institutional Capacity Building
- 11,294 surprise inspections conducted
- 1,847 preliminary enquiries
- 547 confidential verifications
- Monitoring of nearly 700 suspected officials
- 80 officers trained at the CBI Academy
- New vigilance court established in Kollam
Technology-Driven Public Interface
The bureau has also introduced digital complaint mechanisms including a toll-free number and WhatsApp-based reporting. An AI-based complaint tracking system is currently under development, creating a digitally traceable intelligence pipeline for forensic analysis.
Forensic Significance
Why This Matters for the Forensic Community
This development represents a transition from conventional trap documentation to forensic-validated digital workflows. By integrating cyber forensics directly into field operations, the VACB has demonstrated how scientific evidence handling can directly influence conviction rates and judicial efficiency.
