Police to Seek Juvenile Trial as Adults in Odisha Beach Gangrape Case
A recent horrific gang rape of a 20-year-old college student at Gopalpur sea beach in Odisha’s Ganjam district has sent shock waves across the state, drawing strong criticism from political leaders, women’s rights organizations, and the public. The incident, which occurred on Sunday night during the local Raja festival, has raised serious concerns about women’s safety in public and tourist spaces.
Event Timeline
According to police reports, the 20-year-old victim, an undergraduate student from a college in Berhampur, visited Gopalpur beach with a male classmate to celebrate the Raja festival on Sunday evening, June 15, 2025. Around 8 PM, while in a secluded area of the beach, they were attacked by a group of 10 men. The victim reported that the attackers overpowered her male friend, tied him up, and dragged her to an abandoned house where three of them violently raped her. The remaining seven allegedly restrained her companion. The assailants also extorted money from the couple, both in cash and via mobile payment apps. The following day, the couple filed a complaint at the Gopalpur police station.
Police Investigation and Arrests
The Odisha police swiftly launched an investigation, registering a case under various sections of the Bharatiya Nyaya Sanhita (BNS). Within hours of the FIR, all ten accused—six adults and four juveniles—were arrested. Two of the suspects were apprehended while attempting to flee to Bengaluru and Surat.
Berhampur SP Saravana Vivek M stated that the police would request the Juvenile Justice Board (JJB) to try the four minors, aged 17, as adults, given the brutal nature of the crime. Medical examinations of the victim and suspects have been conducted, and forensic evidence from the crime scene has been collected.
Accused Details
- Ten individuals arrested: six adults and four juveniles (aged 17).
- Among the accused, Pramod Nayak (23), a B.Tech dropout working at an electronics factory in Bengaluru, was out on bail for two prior heinous crimes.
State Government and National Response
Odisha Chief Minister Mohan Charan Majhi condemned the incident, calling it a “crime against humanity” and vowing strict action against the perpetrators. He assured that “no culprit will be spared” and assigned the investigation to the CID’s Crime Against Women and Children Wing (CAW & CW), designating it a 'red flag case' under the direct supervision of IG Shyni S.
The National Commission for Women (NCW) took suo motu cognisance of the case, demanding an action-taken report from the Odisha police within three days. The NCW chairperson called for the immediate arrest of all accused, a time-bound investigation, and free medical and psychological treatment for the victim, along with compensation under Section 396 of the BNSS.
Political Fallout and Women’s Safety Concerns
The incident has sparked a political storm in Odisha. Opposition parties, including Congress and BJD, have criticized the state government for a deteriorating law and order situation and its failure to address rising violence against women. A ₹30 crore project aims to enhance physical safety measures at tourist sites.
Concerns have also been raised about safety at popular tourist destinations like Gopalpur, Puri, Chandrabhaga, and Astaranga beaches. Reports suggest that improved lighting and patrolling could enhance safety. Following the incident, Berhampur SP has deployed three terrain vehicles for patrolling and improved lighting along the 8 km stretch of Gopalpur beach to ensure safety for tourists and locals.
